Match Rules: Games shall be played under FIFA Rules, as modified by USYSA, CYSA-S, and the tournament.
All decisions, judgments and rulings of the tournament referees and officials are final. NO PROTESTS WILL BE ENTERTAINED OR ALLOWED. Only a registered team official/coach may represent a team during any official proceeding. The Tournament Director will resolve any situations/issues not explicitly covered by the rules. The Tournament Director will make decisions relating to the interpretation of the Tournament rules. The Tournament Director may delegate authority to another EVYSL official, if the Tournament Director is not present at the game site.
Credentials: Laminated 2009-2010 USYSA cards or comparable player ID cards showing B-date and name of association will be required for all players, coaches and team representatives. There is a maximum of 18 players for U10-U18 teams and a maximum of 14 players for U8-U9 teams. Teams must check-in at least one and a half hours before their first tournament game at the Alberhill Park snack-bar tables. Each team will be allowed unlimited guest players, up to the roster maximum. Players may only participate for one registered team in the tournament.
Drops, Refunds & Cancellations: Refunds will be made to all teams not accepted. Teams must drop via email to the Tournament Director prior to the entry deadline on 5/10/2010. If registering after the due date and the Director accepts your entry, you will be charged an additional $25, payable before the start of your first game.
**Refunds requests for teams dropping prior to the deadline will be assessed a $25 transaction fee. Teams that drop after the 5/10/2010 deadline will forfeit their entire registration fee!!!
A cancellation fee of approximately one-third of the entry fee will be withheld from each team's refund if the tournament is cancelled as a result of weather or natural disaster. If the tournament is cancelled once it begins, the EVYSL Board Of Directors must determine and approve any refunds. The Tournament Director or Referee may suspend the tournament match for any circumstance in consideration of player safety or potential field damage.
Scoring
We will be using the 10 pointsystem for pool matches:
WINS: 6 points * TIE: 3 points * Shutouts: 1 point * Goals: 1 point each (max 3 goals)
Points for a 0-0 tie will be 4 points!
Tie Breakers In the event there is a tie in the final standings of the pool play, these will be the tie breakers:
Most Total Wins, Goals Against, Goal Differential, Most Goals For, Most Shutouts.
Game Length:
Bracket & Semi Final Matches
· U15- U18 70 minutes
· U13, U14 60 minutes
· U10- U12 50 minutes
· U8- U9 40 minutes
Championship matches
- U15-U18 80 minutes + two 8 min OT and FIFA PK’s if needed
- U13-U14 70 minutes + two 8 min OT and FIFA PK’s if needed
- U10-U12 60 minutes + two 5 min OT and FIFA PK’s if needed
- U8- U9 50 minutes + two 5 min OT and FIFA PK’s if needed
Game time is the scheduled time. In the event one or both teams are unable to play at game time, one or both teams will be deemed to have forfeited the game. Seven (7) players constitute a team ready to play, five (5) players for U9 & U10.
Overtime Rules overtime will only be necessary for the Semi-Final and Championship games. If the game is still tied at the end of OT, the game will then be decided by FIFA penalty kicks.
Substitution Substitutions shall be unlimited and players must enter and exit at the center of the field only. Substitutions may be made with the consent of the center referee at any stoppage of play.
Awards: The top two teams will be awarded Champions and Finalist medals for each player. The Coaches will receive a Champions and Finalist trophy respectively.
Home Team The HOME team is listed first on the schedule, provides game ball (if tournament game ball is unavailable), and shall have choice of side line. The home team will change uniforms in case of a color conflict, as determined by the center referee.
Discipline Any player or coach who is sent off (red card or ejection) will not be allowed to participate in the next scheduled match, and may be suspended for the remainder of the tournament, depending on the severity of the infraction. The tournament officials will determine this decision. Red cards issued for fighting will be grounds for expulsion from the remainder of the tournament and will be reported to the appropriate State Soccer Association.
Inclement Weather In the event of inclement weather, call the Tournament Director at
(951) 210-5064. In the event of inclement weather, matches may be shortened or cancelled at the Tournament Director’s discretion.
If the championship game is unable to be played, the winner may be decided by FIFA penalty kicks. A reduced/modified schedule due to inclement weather is not considered a tournament cancellation.
